REGION 21
Region 21, a fixture of the New England area on the upper Atlantic coast covers Massachusets, Connecticut, and Rhode Island while servicing 14 colleges. The region is led by Kevin Salisbury (men's director) and Julie Mulvey (women's director) and are assisted by Derek Viveiros (men's assistant) and Loreto Jackson (women's assistant).
A closer look at Kevin Salisbury – Region 21 Men’s Director
Kevin began his Community College of Rhode Island career in August of 1999 as the Assistant Director of Athletics, Aquatics and Facilities. Based mainly on the Flanagan campus, Salisbury is responsible for overseeing the entire Flanagan Fieldhouse, which includes four basketball and volleyball courts, indoor track, 10 locker rooms, a six-lane 25-yard swimming pool, and outdoor facilities for soccer and cross country. Kevin is also responsible for all community rentals as well as assisting when needed in scheduling the physical education courses. Salisbury has taught Lifeguard Instructor Courses for the last 38 years. In doing so, CCRI has become Rhode Island’s mainstay for most lifeguard certification courses and training of many of the Rhode Island beaches. Kevin spent 11 years as an instructor at the American Red Cross National Aquatic School and spent his last year as the schools’ assistant director. As an adjunct faculty member, Kevin teaches general psychology, student success, sports psychology, and lifeguarding courses.
He was promoted to Associate Director of Athletics and Student Life in 2009 and is responsible for the day-to-day operation of the athletic department. He was named to his current position of Interim Director of Athletics and Physical Education Chair in January 2017.
Kevin has been involved with many CCRI committees over the years. He was the Rhode Island Governance Compliance Officer for the college from 2012-18. He also serves on the Gender Equity, Strategic Planning, Guided Pathways, and NEASC committees.
Through his involvement with the NJCAA, he was elected as the NJCAA Region 21 Men’s Director in 2015 and was recently elected through 2019. From 2013-2015, he served as the NJCAA Region 21 Assistant Women’s Director and Treasurer. In 2016, he was chosen to serve on the NJCAA Eligibility Committee for a three-year term. In 2015, the National Association of Two-Year College Athletic Administrators (NATYCAA) elected him as the District I Representative (CT, MA, ME, NH, NY, RI, VT) and will serve in that role through 2019. From 2002-2010 he was a member of the Rhode Island Association for Intercollegiate Athletics for Women.
Prior to Rhode Island, Kevin was the Swimming and Diving head coach at Clark University from 1990-99. Many team records from his tenure still remain today. He has also coached swimming as an assistant at Brown University and Providence College with good friend John O’Neill. Salisbury and O’Neill produced a video “Take Your Mark, a Parent’s Guide to Age Group Swimming”, which was sold nationally by the American Swimming Coaches Association where he holds a Level III Coaching Certification. Other coaching stints came in the sport of ice hockey where he coached his daughter through her younger years and she later played college hockey at UMass-Boston. Kevin is also a Level IV USA Hockey Certified Coach.
Kevin attended the University of Rhode Island and was a member of the swimming and diving team which competed in the Atlantic Ten Conference and was elected captain his senior year. Salisbury received a Bachelor’s Degree in Psychology and a Master’s Degree in Physical Education-Sport Psychology in 1988. While earning his master’s, Kevin accepted a graduate assistantship and his responsibility was the operation of the URI intramural program. He was awarded the Annual URI Alumni Award in 1993 for his fundraising efforts for the program.
Salisbury currently resides in Rhode Island with his wife Lisa and they have three daughters, Kaitlyn, Jessica, and Rachel.
A closer look at Julie Mulvey – Region 21 Women’s Director
Julie Mulvey is the Director of Athletics & Physical Education at Massasoit (MA).
She is no stranger to the Massasoit campus as Mulvey has been a part of the Warriors for more than 25 years, serving as Assistant Athletics Director, women’s basketball head coach, women’s volleyball coach, and Director of Student Life from 1995 to 2008 prior to being named athletics director in the spring of 2008.
During her time as Athletics Director, the Warriors have showcased great success across the board both athletically and academically. In total, the Warriors have captured 10 Region 21 Championships and reached the NJCAA National Championships in cross country, men's soccer, women's basketball, track and field, and golf.
In the classroom, Warrior student-athletes under the watch of Mulvey and former Associate Athletics Director Roly Landers have excelled academically. Over the past two years, 83 student-athletes maintained a 3.0 grade point average in at least one academic semester.
The expansion of sport opportunities has continued to grow under Mulvey’s direction. The Warriors have added five new sports in men’s golf, men’s and women’s track and field, and men’s and women’s cross country. In each sport, Massasoit has already sent at least one student-athlete to a national tournament, including five on the 2017 track & field team.
In the fall of 2014, Mulvey was instrumental in fundraising and getting the men's and women's soccer field, Warrior Field, resurfaced with new turf and an irrigation system. In addition, she and Assistant Athletics Director Ben Warnick spearheaded the launch of Massasoit Athletics first-ever athletics website, www.MassasoitCCWarriors.com. The website launched in 2014.
Mulvey is also very active regionally and in the NJCAA serving on many different committees, most noteably Chair of the Division III Women’s Basketball Committee.
Mulvey first came to Massasoit in 1981 as the women’s basketball coach after a standout four-year career at the University of Massachusetts at Amherst. While at UMass, Mulvey played for the Minutemen from 1978-81, earning All-American accolades her senior season. She still ranks in the top 10 in various statistical categories including eighth in scoring, totaling 1,406 points. She was inducted as part of the 2013 class into the UMass Athletics Hall of Fame for her excellence as a student-athlete.
Following one season as the head coach at Massasoit, Mulvey had the opportunity to be a player again, suiting up professionally in Venezuela for Club Petroleras. After a season playing overseas, Mulvey returned to Massasoit as Assistant Athletics Director, along with coaching women’s basketball and starting up the first volleyball program.
In the volleyball programs second season, she led the Warriors to a New England Championship and competed in the national tournament. While coaching basketball, she helped guide the Warriors to two state championships.
Mulvey earned her bachelor’s degree in 1982 from UMass-Amherst and later completed her Master’s degree from Bridgewater State College in Physical Education with a concentration in Human Performance.
Mulvey resides in Halifax, Mass., with her husband John. The couple has three grown children – Jake, Dan and Allison.
